The creative team has been building toward this moment, but do they capitalize on those foundations?  Read on to find out.

The official description from IDW:

The epic conclusion to City Fall is here! With the heads of the New York underworld gathered, Shredder stakes his claim to rule the underworld of NYC! But the Turtles, along with their allies, aren’t going down without a fight! What role will Leonardo play? It’s all been leading up to this major battle — don’t miss it!

Teenage Mutant Ninja Turtles 28_CA powerful entry leaves a lot of emotional wounds, while unleashing a barrage of action that’s second to none.  This is what it means to build up an arc, and the talents behind it deserve praise for not just pushing and pulling these players along, but also giving them the opportunity to fall as they need to.   In short: this is one of the best issues featured within this new volume.

Tom Waltz simply delivers as the script writer.   He may have co-captains on this vessel but it’s his words that ultimately sell the events, and it’s through that fact the audience bares witness to some shockingly powerful scenes.  At the end of the day this will always be a re-interpretation of a property that has endured resurrection and cancellation through out the years.  But even so this portion is unique, and strong, in a way that should garner the admiration of my fellow fanboys and fangirls who desire more adventures with these heroes in a half-shell.

The one way to describe the work by Mateus Santolouco is to say what I was thinking as I closed this comic book: turtle power!  This is exactly the quality illustrations that this franchise needs, as it finds footing among new and old readers.  His delicate pencil strokes attack the page with a level of ferocity that thrusts us all into a kinetic display.  To sum up: the pictures are of the highest quality and are more than worth the price of admission.

Teenage Mutant Ninja Turtles #28 is in a word: quality.  It’s a must own that comes highly recommended.
